AGREEMENT, dated September 14, 2005, between INDIA, acting by its President (the Borrower), and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (the Bank),

            WHEREAS (A) the borrower, having satisfied itself as to the feasibility and priority of the project described in schedule 2 to this agreement (the Project), has requested the bank toassist in the financing of the project.

            (B) the project will be carried out by the State of Tamil Nadu(Tamil Nadu), the Tamil Nadu Urban Development Fund (TNUDF), and the Chennai Metropolitan Development Authority(CMDA),
